The Galveston Movement
This 1907 letter never mentions Galveston by name, but it is written on Jewish Territorial Organization stationary and it references rumors published in America and in Russia, and therefore is almost certainly referencing this movement. Written at the very beginning of the Galveston movement, the period from 1907-1914 when Eastern European Jewish immigrants were encouraged to immigrate through Galveston rather than New York, this letter may address early concerns with the process. During the period of Galveston immigration, there were times when it was easier and times when it was harder for immigrants to be admitted into the U.S., and there were periods when it was difficult for immigrants to find employment--even when it had been promised to them.
